Air Pollution Regulations and Permitting
We have been the lead contractor in obtaining construction and operating
permits for electric utilities, cogeneration plants, oil and gas production
fields, and other facilities. We provide the technical interface with permitting
agencies, estimate emissions, conduct risk assessments and prepare the
application packages. Mr. Wilson was one of the first engineers authorized by
SCAQMD as a Certified Permit Preparer (CPP) which assures the fastest possible
agency review of the application packages. We have also participated on behalf
of our clients in many rule making activities on the local, state and federal
level.

 | Prudhoe Bay Power Plant
Assisted Arctic Utilities, Inc, diesel and gas-fired facility in
Deadhorse, Alaska, in obtaining their PSD, Title V and state air pollution
permits to operate. We were the primary contact with the regulatory staff and
coordinated other contractors.

Cogeneration Plant
Assisted Harbor Cogeneration in converting their Permit to Construct
into Permit to Operate for their 80 MW gas-fired cogeneration facility in
Wilmington. We were the primary contact with the SCAQMD staff and testified
at the variance hearings regarding the unit's progress toward compliance
with the SCAQMD rules and regulations. We also assisted them on Air Toxics,
Title V, RECLAIM emission trading and other issues.

 | Oil and Gas Producers
Numerous permits to construct and operate have been obtained for oil and gas producers
for various equipment and for entire facilities. We have also assisted in the development of emission
limiting rules, emission trading, air toxics and Title V implementation.

 | Permit Processing
Nearly 3000 permit application packages were reviewed and Permits
to Operate were prepared in order to assist the SCAQMD Engineering
Division in their efforts to permit several industrial groups. |
